Role Overview
Serve as a senior security-focused ERP consultant supporting the CAPPS program within a large multi-agency environment. This role is responsible for application security architecture, identity and access management, and operational support for HR/Payroll systems. The position combines security engineering, ERP system expertise, service desk operations, and governance oversight to ensure compliance, performance, and stability of mission-critical systems.

Key Responsibilities
Security Architecture & Identity Management
  • Manage and enforce role-based access control and least-privilege access models
  • Design and maintain segregation of duties rules and resolve conflicts across systems
  • Review and validate security roles, permissions, and access configurations
  • Monitor authentication, authorization, and privilege escalation activity for anomalies
  • Investigate identity-related incidents including unauthorized access and account compromise
  • Oversee secure integration using SAML, OAuth, OIDC, SCIM, and API-based methods
ERP Systems Support & Governance
  • Provide technical support for CAPPS HR/Payroll systems and related integrations
  • Ensure system changes, workflows, and configurations meet security and compliance standards
  • Support expansion initiatives, upgrades, and system enhancements
  • Validate system performance, accuracy, and operational stability
Design Review & Compliance Oversight
  • Review architecture deliverables, system security plans, and disaster recovery designs
  • Participate in design validation to assess performance, security, and scalability
  • Ensure compliance with CAPPS standards, SDLC processes, and regulatory requirements
  • Support WCAG 2.1 accessibility compliance and manage waiver processes
Service Desk & Incident Management
  • Provide Level 2 support for complex incidents, troubleshooting, and configurations
  • Manage tickets including break/fix, integrations, batch failures, and system issues
  • Participate in Major Incident Management processes for critical issues
  • Maintain accurate documentation and knowledge base resources
Integration, Data & Security Support
  • Support data integration, data quality, and secure system interoperability
  • Collaborate with internal teams and managed service providers
  • Validate system changes for security impact and compliance adherence
  • Support audit activities including SOC-1 compliance
Operations, Testing & Continuous Improvement
  • Participate in disaster recovery and upgrade testing activities
  • Support agency deployments and system expansion projects
  • Identify opportunities to improve system security, performance, and efficiency
  • Present updates and findings to user groups and stakeholders
Required Qualifications
  • 10 or more years of experience supporting Texas state government systems
  • 10 or more years of experience supporting enterprise application systems
  • 10 or more years of experience in technical project management and strategic planning
  • 10 or more years of experience preparing and presenting to executive stakeholders
  • 10 or more years of experience working with CAPPS or similar ERP systems
  • 10 or more years of experience interpreting contracts and managing vendor accountability
  • 10 or more years of experience with data integration, data quality, and SDLC methodologies
  • 10 or more years of experience with IT security and control practices
  • 10 or more years of experience with PeopleSoft FSCM or HCM, PeopleTools, PeopleCode, SQL, PS Query, SQR, and Application Engine
  • 10 or more years of experience supporting Oracle databases
  • Experience supporting large multi-agency ERP environments
  • 8 or more years of experience with IT service desk and ITIL frameworks
  • 5 or more years of experience in a security analyst role overseeing managed service providers
  • 5 or more years of experience with segregation of duties controls in multi-tenant systems
Preferred Qualifications
  • Experience with software and hardware lifecycle management best practices
  • Experience supporting CPA legacy statewide financial systems
  • Experience developing technical specifications for procurement initiatives
