Role Overview
The Business Analyst supports frontend business operations, continuity of exceptional items, and technical system enhancements within a state health agency's vital records division. This onsite role acts as a primary analyst for the state's enterprise electronic vital events registration system, which collects, registers, and amends legal and administrative vital records used for mission-critical public health reporting. The analyst reviews, analyzes, and evaluates business systems and user needs to formulate technical solutions that align with public health regulations and overall business strategies.

Key Responsibilities

Business Process Analysis & System Evaluation
• Review, analyze, and evaluate complex business systems, operational policies, and user needs to formulate solutions that align with agency business strategies.
• Perform business process reengineering, mapping, and modernization, identifying new applications of technology to resolve operational bottlenecks.
• Write detailed descriptions of user needs, system requirements, program functions, and actionable steps required to modify existing applications.
• Prepare comprehensive solution options, risk assessments, and financial analyses, including cost/benefit, return on investment (ROI), and buy-versus-build studies.

Project Planning & Work Management
• Manage and direct small-to-medium-sized technology and operational projects from initiation through closure.
• Create detailed project work plans, organize operational tasks, and proactively direct work activities.
• Produce accurate technical work estimates, track project progress against milestones, and compile operational status summaries.
• Maintain comprehensive statistical and accounting records, producing high-quality data summaries for leadership review.

Governance, Compliance, & Stakeholder Collaboration
• Read, interpret, and apply state-level vital statistics laws, administrative policies, operational procedures, and public health regulations.
• Gather, organize, and analyze complex technical facts to recommend workarounds and resolve multi-layered system and business conflicts.
• Prepare concise analytical reports, system briefs, and formal responses for the review and signature of division managers and directors.
• Establish and maintain highly effective working relationships, collaborating under pressure to negotiate with multiple parties and align cross-functional teams.

Required Qualifications
• 8 or more years of experience interpreting and applying state-level vital statistics laws, policies, procedures, and regulations.
• 8 or more years of hands-on experience utilizing Microsoft Office Suite (including Word, Excel, PowerPoint, Project, and Visio).
• 8 or more years of demonstrated experience in IT and operational project planning, task prioritization, and organizational execution.
• 8 or more years of experience applying industry-standard business analysis methodologies and process mapping frameworks.
• 8 or more years of experience analyzing and evaluating complex enterprise information technology applications, security policies, and technical issues.
• 8 or more years of experience developing creative, workable, and compliant solutions to complex organizational problems.
• 8 or more years of experience communicating technical specifications, project statuses, and reports both verbally and in writing.
• 8 or more years of experience using initiative and independent judgment to establish priorities, organize tasks, and direct project activities.
• 8 or more years of experience establishing and maintaining effective working relationships, negotiating with multiple parties, and resolving technical conflicts under pressure.
• 8 or more years of experience reading, interpreting, and synthesizing complex information to prepare concise reports and executive responses.
• 8 or more years of experience gathering, organizing, and analyzing technical facts to recommend data-driven solutions.
• 8 or more years of experience maintaining operational, statistical, and accounting records to produce high-quality data summaries.
• 8 or more years of experience managing small-to-medium-sized technology or operational projects.

• 8 or more years of experience producing accurate technical work estimates and monitoring progress against schedules.
• Must currently reside in the State of Texas (no out-of-state candidates planning to relocate will be considered).

Preferred Qualifications
• Experience supporting registration, certification, or amendment processing systems within public health or vital records domains.
• Prior experience working within a state government agency or highly regulated public sector environment.
• Familiarity with database querying and data quality assurance frameworks.
