Role Overview
The Senior Systems Analyst provides highly advanced functional configuration, technical support, and consultative services for a statewide Enterprise Resource Planning (ERP) platform (PeopleSoft FSCM version 9.2). This role acts as the primary subject matter expert for the Accounts Payable (AP) module, managing voucher processing, vendor location configurations, three-way and four-way matching, month-end/year-end closing, and AP integrations with Purchasing, Asset Management, and General Ledger modules. Operating with high independence, the analyst gathers business requirements for large projects, manages batch scheduling, and coordinates cross-functional support across state agencies. This is a one-year contract expected to run from September 2026 through August 2027.

Key Responsibilities

Accounts Payable Module & Functional Support
• Serve as the functional subject matter expert for the Accounts Payable (AP) module, directing production support, issue resolution, configurations, and system maintenance.
• Manage AP functional setups, including vendor profiles, voucher entries, approvals, matching (2-way, 3-way, and 4-way), withholding setups, payment cancellations, and month-end/year-end closing activities.
• Configure and maintain core system controls, including transaction codes, system codes, security roles, open liability reconciliations, and workflow approvals.
• Lead the functional design phase by creating and reviewing Functional Design Documents (FDDs) and executing system changes utilizing event mapping, page and field configurators, drop zones, and page composer.

Technical Tools, Batch Operations, & Lifecycle Management
• Utilize PeopleSoft developer and reporting tools, including Application Designer (records, fields, pages, components), SQR, SQL queries, BI Publisher, and SAP Business Objects, to support functional operations.
• Monitor, track, and tune AP batch jobs to detect failures, manage task dependencies, validate output, and ensure compliance with schedule modifications.
• Navigate and manage system tools including PeopleSoft Update Manager (PUM), Change Assistant, Fluid UI, and Elasticsearch.

Cross-Functional Collaboration & Service Support
• Provide Level 2 Service Desk support, managing complex ticketing, advanced troubleshooting, and system configurations in coordination with Tier 3 managed services.
• Partner across a large network of state agencies to gather requirements, document enhancements, and synchronize ticketing platforms (ServiceNow, BOSSDesk).
• Support integrations between AP and other core modules, specifically Cash Receipts, Purchasing, Asset Management, Project Costing, and General Ledger.
• Deliver technical cross-training to junior analysts and comprehensive functional training to agency personnel.
• Coordinate fiscal year-end planning, communications, reconciliations, and system maintenance.

Governance, Compliance, & Project Support
• Ensure all digital deliverables, workflows, and content meet WCAG 2.1 accessibility standards.
• Align all operational support with ITIL frameworks, actively participating in disaster recovery exercises, Major Incident Management (MIM) protocols for P1/P2 incidents, and annual SOC-1 attestation audits.

Required Qualifications
• 10 or more years of experience aligning with state government policies and administrative guidelines.
• 10 or more years of hands-on experience utilizing PeopleSoft developer and reporting tools, including Application Designer, Integration Broker, SQL/SQR, BI Publisher, and SAP Business Objects.
• 10 or more years of experience performing functional configuration changes and working directly with the core Accounts Payable module of PeopleSoft FSCM version 9.2.
• 10 or more years of experience analyzing, designing, testing, and implementing components across two or more legacy and modern statewide financial systems.
• 8 or more years of experience managing, monitoring, and troubleshooting scheduled batch jobs within automated workload management tools.
• 8 or more years of experience applying security best practices, NIST standards, and multi-tenancy configurations within an enterprise ERP instance.
• 8 or more years of public sector experience directly working for or supporting a large network of 30 or more state government agencies.
• 8 or more years of experience developing and managing enterprise strategic roadmaps using cross-functional communication and planning.
• 8 or more years of experience utilizing ERP administrative support tools, including PUM, Fluid UI, and Elasticsearch.
• 8 or more years of experience performing functional project management activities and providing Tier 2 Service Desk support in coordination with Tier 3 managed services.
• 8 or more years of experience managing Major Incident Management (MIM) processes for high-priority (P1/P2) system incidents and participating in disaster recovery exercises.
• 8 or more years of experience designing and delivering presentations to executive steering committees and user groups.
• 8 or more years of experience supporting the Financials suite/tower in PeopleSoft FSCM version 9.2, and coordinating statewide fiscal year-end processing.
• 6 or more years of experience interpreting contractual requirements, holding technology vendors accountable to agreements, and preparing WCAG 2.1-compliant digital materials.
• 3 or more years of experience utilizing ITIL principles and practices for IT service and asset management.

Preferred Qualifications
• 12 or more years of experience working with core modules of PeopleSoft FSCM version 9.2, specifically Asset Management and General Ledger.
• 12 or more years of experience working with the Purchasing/eProcurement core module of PeopleSoft FSCM version 9.2.
• 10 or more years of experience providing production support and coordination for legacy statewide financial systems.
• 6 or more years of experience working with non-core modules of PeopleSoft FSCM version 9.2, including Accounts Receivable/Billing, Inventory, Project Costing, Strategic Sourcing, and Travel & Expense.

• Deep knowledge of technical and functional attributes of Oracle PeopleSoft systems.

• Practical knowledge of information security frameworks (i.e., NIST standards) and ITIL practices.
• Ability to work independently and collaboratively in a diverse team environment containing both on-site and remote team members.
